As Managing Partner, Phil runs our Denver office and is responsible for business development activities throughout the western United States, as well as expanding Place Properties’ public-private partnerships nationally.

Prior to joining Place Properties, Phil was a Senior Vice President in the Investment Banking Group at Friedman Billings Ramsey Group, Inc. (NYSE: FBR), where he was directly responsible for over $13 billion of structured finance and equity capital markets transactions, primarily in real estate and mortgage-backed securities. Phil has also served as the Managing Director and Chief Operating Officer of Capital Crossover Partners, a hedge fund initially sponsored by and affiliated with FBR.

In 1999, Phil capped a 16-year career in public service as Assistant to the President and Staff Secretary in the Clinton Administration. Phil had daily contact with the President in managing the information flow to and from the Oval Office and around the West Wing as he coordinated the White House decision-making process. Phil served in the White House from 1993 to mid 1999. Prior to his White House service, he was Director of Special Projects for CBS Inc. in the Washington, D.C corporate office.

Phil was recently named one of the “Top Business Leaders under 40” by Washington Business Forward magazine. Phil has been a frequent lecturer at Georgetown University and American University.
